Government
“As President, I'll invest in renewable energies like wind power, solar power, and the next generation of homegrown biofuels. That's how America is going to free itself from our dependence on foreign oil – not through short-term gimmicks, but through a real, long-term commitment to transform our energy sector.”
BARACK OBAMA, speech, Jul. 31, 2008
"To truly transform our economy, protect our security, and save our planet from the ravages of climate change, we need to ultimately make clean, renewable energy the profitable kind of energy."
BARACK OBAMA, Address to Joint Session of Congress, Feb. 24, 2009
OVERVIEW
Executive Order (#13514)
President Obama issued an executive order (#13514) in 2009 that requires federal agencies by 2020 to reduce greenhouse gas emissions government wide by 28 percent from a 2008 baseline. The 2005 Energy Policy Act also requires agencies to make sure that 7.5 percent of their facility energy use comes from renewable energy by fiscal 2013.

Better Building Challenge
In February 2011, President Obama, building upon the investments of the Recovery Act, announced the Better Buildings Initiative to make commercial and industrial buildings 20% more energy efficient by 2020 and accelerate private sector investment in energy efficiency.
Better Buildings Strategies include:
Better Buildings Challenge
The President is challenging CEOs, University Presidents, state and local government leaders and others to commit their organizations to lead in saving energy, saving money, and showcasing the best energy saving strategies and their results. Partners commit to an energy savings pledge, a showcase building, and to share their progress. Partners will receive public recognition, technical assistance, and best-practices sharing through a network of peers. Their leadership will provide real case studies and implementation models—linked to results—for others to use. Learn More
Better Buildings Case Competition
In addition to supporting significant energy reduction, the Better Buildings Challenge is focused on finding solutions to persistent barriers to energy efficiency that have limited the energy efficiency market. The DOE is engaging university students to contribute innovative ideas and approaches to reduce these barriers. Learn More
Better Information
DOE and the Appraisal Foundation are working together to ensure that appraisers have the building performance information, practical guidelines, and professional resources they need to evaluate energy performance when conducting commercial building appraisals. This will help enable investors, building owners and operators, and others to accurately assess the value of energy efficiency as part of the building's overall appraisal and help American businesses to reduce energy waste. Better Tax Incentives
DOE is working with Congress to redesign the current tax deduction for commercial building upgrades, transforming the current deduction to a credit that is more generous and that will encourage building owners and real estate investment trusts (REITs) to retrofit their properties. These changes could result in a ten-fold increase in commercial retrofit take up, leveraging job-creating investment. Learn More
“Clearly, we need more incentives to quickly increase the use of wind and solar power; they will cut costs, increase our energy independence and our national security and reduce the consequences of global warming.”
HILLARY RODHAM CLINTON, speech at Cleantech Venture Forum VIII, Oct. 25, 2005
Military

Increased access to clean and reliable energy has become a leading priority for the U.S. Department of Defense (DOD) and the military arena in general, both as a means of reducing dependence on foreign oil as well as for purposes of increasing the efficiency and performance of all aspects of operations across multiple domains including base and facility operations, transport, and portable soldier power. The various composite branches of the DOD, as an organization, combine to form the single largest consumer of energy in the world – more than any other public or private entity and greater than more than 100 other nations. Energy consumption is the lifeblood of the U.S. military – and the supporting governmental infrastructure that facilitates and controls it.
Colorado’s Diverse and Valued Military

Colorado encompasses a diverse and vibrant military presence unique to only a very few locations in the United States. Colorado is not only home to six military installations, but also hosts operations of the North American Aerospace Defense Command, U.S. Northern Command, Air Force Space Command, U.S. Army Space and Missile Defense Command/Army Strategic Command, Missile Defense Integrated Operations Center, Space Innovation and Development Center, Joint Functional Component Command-Integrated Missile Defense, and the National Security Space Institute.
Colorado’s largest installation, Fort Carson, is projecting a Soldier population of 26,000 by 2013, with 39,500 family members. The 302nd Airlift Wing (AFRC), Peterson AFB is also in the process of building an active duty associate C-130 squadron and has recently activated a Reserve Aeromedical Squadron. The 310th Space Wing at Schriever AFB, is the first Air Force Reserve Space Wing in the Air Force. The military missions in Colorado continue to grow appropriately in scope and mission.
Defense industry growth in the State follows naturally from the growing mission capability. Our six installations employ an internal workforce (military, government civilians, and contractors) of over 73,000 and an economic impact of approximately $6.52 billion.
Obama Proposed Budget more than doubles DoD funding for energy projects to $1B
Federal Times, February, 14, 2012
The administration is proposing to spend $1 billion to make the Defense Department more energy efficient, according to its proposed fiscal 2013 budget. The funds would more than double the $400 million DoD spent in fiscal 2010 on energy retrofits and renewable energy projects and making new buildings more energy efficient.
The request includes $150 million to improve the energy efficiency of facilities and $32 million to test new energy technologies for wide-scale deployment. Nearly 8.5 percent of the energy DoD produces and consumes comes from renewable energy, according to the administration. President Obama said in a Jan. 26 speech at Buckley Air Force Base near Denver that energy-efficiency efforts allow DoD to spend money on other projects.
"What our military understands is that if we're smart on energy, that saves DoD budgets that allow them to do a whole bunch of other things," Obama said.
Safe, Strong and Secure: Reducing America's Oil Dependence
America's dependence on oil is a threat to our national security and our economy. Growing demand and shrinking domestic production means America is importing more and more oil each year - much of it from the world's most unfriendly or unstable regions. We spend more than $200,000 per minute -- $13 million per hour -- on foreign oil, and more than $25 billion a year on Persian Gulf imports alone.
We can and must reclaim our freedom and secure a cleaner, safer energy future by investing in American jobs and taking the lead on efficient technology, green energy, more transportation choices, and other commonsense policies
Dear future generations: Please accept our apologies. We were rolling drunk on petroleum. - Kurt Vonnegut
